County identifies human error in payroll file; adds bank safeguards

Scott Park, Davis County controller, reported a limited review of a payroll-processing incident that left many employees' pay posting delayed after the Dec. 26, 2025 county holiday. Park said the wrong file was uploaded to the bank: "Instead of loading the payroll file we loaded the accounts payable file twice; the bank caught it [and] the bank did not pay it," and the holiday closure prevented an immediate reload.
Park described the root cause as human error in executing controls rather than a control design failure and said the treasurer's office and HR now double-check control totals. Committee members and the treasurer discussed enabling same-day ACH if files are submitted by the bank cutoff so future holiday-timing issues can be mitigated. Park said payroll has since been processed normally.
Committee members thanked staff for quickly resolving payments and noted the incident prompted useful operational changes rather than additional audit findings.
