Controller: Miss Davis County donation was authorized and within budget

Scott Park, Davis County controller, told the Audit Committee that his limited review confirmed the county paid a $4,821.43 donation to the Utah Scholarship Foundation, doing business as Miss Davis County, and that the payment was within an authorized budget and authorized in open session on Dec. 16.
"Statute allows the county commissioners ... to find that a donation to a not for profit entity contributes to the safety, health, prosperity, moral well-being, peace, order, comfort, or convenience of county residents," Park said, summarizing his legal check and concluding that "there's no additional work that needs to be done on it." The committee did not direct further audit action on the donation.
Public member Tracy Probert defended the program during committee discussion, saying she judged the event and emphasizing its community value. "I will not apologize for that vote. I support it 100%." Probert noted the pageant drew roughly 700 attendees and that the scholarship winner received a $5,000 scholarship to Weber State University.
Park said the controller's office follows up on hotline submissions and that this limited review was an example of a focused, quick test to resolve a specific transaction rather than a large, standards-driven audit.
