Council approves retroactive easement and catch-basin work at 104 East High Street

Union City Borough Council unanimously approved a retroactive easement on Aug. 13 to permit the borough to install a catch basin at 104 East High Street and to formalize responsibilities between the borough and property owner Anthony Hickey. Councilor Osborn moved the retroactive easement; Councilor Kerns seconded and the motion carried.
Under the approved agreement, PennDOT is installing a catch basin and the borough will install a matching basin on the property. The property owner will install a pipe between the PennDOT catch basin and the borough catch basin, dig a ditch for discharge, and be responsible for maintaining that ditch. The borough will accept responsibility for the two catch basins and approximately 60 feet of connecting pipe. Council described the action as retroactive formalization of on-the-ground work already underway.
