Walmart expansion will require 197‑space parking variance and amended sewer agreement, Board told

Planning staff told the Board that a proposed 6,158‑square‑foot addition to the Walmart on Route 300 will increase the building to 214,869 square feet, raise the calculated sewage hydraulic loading and create a parking shortfall that requires Zoning Board relief.
Pat Hines of MHE Engineering detailed the math: “The current required parking on the site is 1,044 spaces at five spaces per thousand square feet. The proposal, again, adds 6,158 square feet. For the total building, it will be 214,869, which will require … 1,074 spaces. The existing site contains 912. After the addition, there will be 877, so a parking variance of 197 spaces is required.” Hines said the project will require an amended outside user agreement with the Town of Newburgh and a flow‑acceptance letter from the City of Newburgh because the addition increases sewage flow; the Town of New Windsor will lead engineering review for the portion of the project in its jurisdiction.
Applicant consultant Marah MacKenzie of Colliers requested referral to the Zoning Board of Appeals for the parking variance and provided architectural elevations for the Board to review. Attorney Dominic Cordisco said he would prepare a referral letter to the ZBA outlining the required parking variances. The Board directed staff to prepare a formal referral to the ZBA and to track necessary amendments to sewer agreements and intermunicipal approvals.
