Cambria staff told the board that the skate park project’s construction cost is likely to exceed funds already raised once engineering and county constraints are included. In the workshop, General Manager Matthew McElhinney said the project’s non‑play features — retaining walls, parking, curb and gutter, drainage basins and restroom capacity required by the county — are the major cost drivers.
"It's about 2.25 $225,000 for the restroom. That's not including installation. That's not including PG&E," McElhinney said. Board members and staff discussed options including value engineering the design, seeking additional grants, issuing the RFP to gauge bids, and using temporary measures (porta‑potties with county approvals) while final permitting and funding are resolved. Staff also noted the district’s general fund has been reduced since the engine purchase, limiting the district’s ability to backfill unexpected shortfalls.
Directors requested the RFP and final engineering estimates be presented to the board for funding status review before executing construction contracts; finance and counsel will advise on reimbursements and allowable uses of enterprise vs. general‑fund staff time.
