Panel advances bill to modernize dry‑cleaner contamination fund after technical questions

Representative Lankford presented HB 16-32 as an administration bill to streamline the dry‑cleaner environmental response program by clarifying eligibility windows for recently closed facilities, replacing the reimbursement procedure with commissioner discretion, and strengthening definitions and closure procedures so best‑management practices become enforceable operational requirements. "It does that in a few ways...it makes the government operate a little more efficiently, closes a few loopholes and allows the business owners that pay into this fund to be able to use that fund," Lankford told the subcommittee.
Members asked technical follow-ups about contaminants and chemistry. After consulting with department staff, Lankford told the committee that the common solvents in question are trichloroethylene (TCE) and perchloroethylene (PCE) and that petroleum products can also be involved; he stated TCE contains three chlorine atoms while PCE contains four. Following the department consultation the committee voted to advance HB 16-32 to the full committee, recorded as 9 ayes, 0 nays.
