The exchange was a question about enforcement and precedent rather than a change in policy; the board did not adopt a new enforcement rule at the Dec. 16 meeting. The example cited by Chair O'Toole indicates the ZBA has, at least in one prior instance, pursued a municipal remedy by requesting Selectboard action when work was completed before variances were obtained.
