Panel approves plan to study greenway safety after fatal attack

Representative Powell presented HB1289, the Elisa Lockett Safety Act, saying the measure is a response to the October 2024 death of Elisa Lockett and seeks to ensure safer greenways statewide through coordinated planning on design, lighting, maintenance and surveillance. "This bill is known as the Elisa Laca Safety Act... we want to work to make sure that every Tennessean feels safe on our greenways," the sponsor said.
The bill would require TDEC to coordinate with the Department of Safety and local governments to produce guidance and a comprehensive strategy for park and greenway safety; Representative Powell said the companion in the Senate moved without opposition. The subcommittee approved the bill by a 5–4 vote and advanced it to full committee.
