Representative Capley told the committee HB2499 would eliminate the permit fee for owners who obtain domesticated raccoons from licensed breeders, while keeping existing requirements that the animals be vaccinated, not taken from the wild and that breeders obtain agency permits. "It just says, basically, if you're following all the steps to get a permit, you just don't have to pay the fee to get it," Representative Capley said.
Members asked clarifying questions about the current law and how breeding and permitting would be verified; the sponsor said the language requires animals to come from legal sources and for breeders to hold possession permits. The committee adopted the amendment and passed HB2499 to full committee by voice vote (7 ayes, 0 nays, 1 present non-voting).
