Council flags ownership concerns for Coyote Evans dog-park idea; Rooster Park reservation withdrawn

During consideration of routine minutes and related discussion, Mayor Pam VanArsdale revisited prior remarks about Coyote Evans as a possible dog park and cautioned that the property is not city-owned and Pacific Power approval has not been obtained. "The City Council needs to discuss whether we want to improve a piece of property that does not belong to us, and where the funds will come from," VanArsdale said, noting the matter requires further discussion and potential funding sources before any action.
Later in the meeting the River Valley Church withdrew its Rooster Park reservation request for Sept. 13, 2026; because the application was withdrawn no council decision was required. The council did not take additional action on Coyote Evans during this meeting and did not commit funds or begin a park-funding process.
