Ryan Nolan, the city administrator, explained project details to the council before the vote.
Councilor Barb Gregory moved the award and Councilor Grace Howell seconded; the motion passed unanimously. The council identified the funding source as a $250,000 Small City Allotment grant, with the approved bid below the grant amount. Councilor Gregory framed the vote as moving the city toward completing ADA improvements on the named blocks.
