Council approves settlement agreement with QMC/Cortera and neighbor after executive session

City Attorney Joanna summarized a settlement reached that day between developer QMC (referred to as Cortera in the staff report) and neighboring property owner David Grampa concerning appeals of approvals for a mixed‑use project. Joanna told council that two of the three appeals had been dismissed and that Mr. Grampa’s appeal remained pending, and that the parties had signed a settlement agreement. She stated the city’s review found the terms the city could agree to were non‑monetary: "none of which, are monetary, on the part of the city," and recommended council approve entering into the agreement and authorize the mayor to sign it.
Council recessed to an executive session under RCW 42.31.110 subsection 1(i) to consult with legal counsel concerning litigation to which the city is a party; after the executive session the council returned, moved to approve Resolution 1883 and authorized the mayor to execute the settlement. The motion passed on voice vote.
