Board approves special-education agreement and health-curriculum memorandum of understanding

The board unanimously approved several curriculum and special-education items during the Oct. 14 meeting.
Superintendent Rosa A. Romero recommended and the board approved the annual agreement between the Kern County Superintendent of Schools (KCSOS) Division of Special Education and district participant districts (KCSOS AGT. #25-172965) to delineate responsibilities when KCSOS provides special-education services. Assistant Superintendent Annette Blacklock introduced a memorandum of understanding with WestEd to administer the California Healthy Kids Survey to support the district’s LCAP Priority 6 reporting on safety and connectedness. Mrs. Sagasta presented a separate memorandum of understanding with the Kern County Superintendent of Schools to provide the state-approved adolescent health curriculum at Richland Junior High under Education Code sections 51930–51939; the curriculum will be taught by approved teachers, supplemental materials will not be used, and parents will have an online opt-out option.
All items were approved by unanimous vote. The agreements clarify roles for special-education service delivery and the administration of mandated curriculum and surveys used for district accountability reporting.
