Motion to shield Webster streetlight fails 2–3 after dark-sky discussion

The Board discussed streetlight intensity on June 4 after Mayor Leigh Anne Young reported conversations with a Duke Energy lighting specialist about installing shields or replacing 70-watt fixtures with lower-wattage options. Commissioner Sara Stahlman moved to direct Duke Energy to install a shield on the streetlight near Ms. Van Leuven’s residence; Commissioner Brad Reisinger seconded.
The motion failed on a 2–3 vote: Commissioners Sara Stahlman and Brad Reisinger voted in favor; Commissioners Dale Collins, Brandon Core and Allen Davis voted against. Commissioner Collins had earlier suggested that some concerns could be addressed through private measures; Commissioner Stahlman noted that the Town’s Land Use Plan supports dark-sky principles. The Board reached consensus to continue evaluating available options and to rely on a future feasibility study for broader community input.
