Leader Camper presented House Bill 1108, saying it "enacts the OLA May Ransom Reintegration Act, which prohibits a fee from being a business license being charged to any veteran of the US military, including national guard and reserve." He explained the amendment limited the benefit to veterans who were honorably discharged and set the bill's effective date to July 2026.
Members asked whether the waiver applies to sole proprietorship clerk charges and small partnership filings. Leader Camper clarified it applies to sole proprietorships and the typical $15 clerk charge that would be assessed, and described the measure as targeted to reduce an administrative fee for qualifying veterans.
The committee opened the electronic board for a vote. The clerk reported, "Mister chair, you have 24 ayes and no nays." The amended bill passed the Commerce Committee and will proceed to the finance committee.
