Lake Arrowhead CSD approves CEQA exemptions to move forward on PFAS removal at two treatment plants

The Lake Arrowhead Community Services District Board on April 22, 2025, adopted Notices of Exemption under the California Environmental Quality Act for PFAS removal projects at the Cedar Glen and Bernina Water Treatment Plants, clearing the way for design completion and procurement steps.
General Manager Catherine Cerri told the Board that biological and cultural studies were completed for both projects and that Cedar Glen met the exemption tests under CEQA Guidelines §§15301 and 15061(b)(3). "Both biological and cultural studies have been conducted and it has been determined that there will be no impact on the environment," Cerri said. The Board approved the Cedar Glen notice by unanimous vote.
For the Bernina project, staff described similar study results and recommended a Notice of Exemption under CEQA Guidelines §15303 and §15061(b)(3). Operations Manager Matt Brooks said a blended sample was taken at Bernina on April 17, 2025, and "those results are not available yet." Brooks also told the Board that N2W Engineering and the Division of Drinking Water are finalizing design plans and that the design package was nearing 90% completion. The Board adopted the Bernina notice unanimously.
Board members asked clarification questions about sampling and how PFAS can enter the local watershed after recent heavy rains; Brooks reviewed recent local rainfall totals and referenced an EPA pamphlet staff provided the public about stormwater and pollutant pathways. District staff said they will return to the Board with project acceptance or procurement items as those steps occur.
