The Milton‑Freewater City Council approved a package of administrative actions at its April 13 meeting. Councilor Steve Irving moved to approve the consent calendar, which included minutes and financial reports; Councilor John Lyon seconded and the motion passed unanimously. Council then adopted Resolution No. 2595 to make appropriations for unforeseen revenues and expenditures after Finance Director Laurie Bubar presented proposed adjustments across several funds.
On personnel items, Electric Superintendent Richard Jolly received authorization to hire a full‑time Electric Assistant/Project Aide to fill a vacancy that had existed since Jan. 15, 2026; the motion passed unanimously. Manager Tim Johnson reported staff had submitted grant applications totaling $20 million. Finance Director Laurie Bubar clarified that "in the event the adjustment to the accounting and billing fund/city hall fund was not needed, she would leave the funds in the city hall contingency." Public comment included a concern from Tammy Seaquist that a fence along Dehaven Street was not holding a hillside; Johnson said he would look into it.
