Council adopts substation improvement plan to upgrade transformers, relays and SCADA

Public Works Superintendent Richard Jolly presented a Substation Improvement Plan recommending upgrades at the Milton and Freewater substations. For the Milton substation he proposed replacing existing equipment with a 25/33/42 transformer, upgrading the foundation and oil containment, changing bus configuration and installing modular control buildings; for Freewater he proposed reusing a Milton transformer to replace T1, replacing high‑voltage fuse protection with 69 kV breakers or circuit switchers and evaluating siting for an additional substation.
Jolly told council he wanted an approved plan to proceed with procurement because the estimated transformer lead time was two years. Councilors approved the plan unanimously, and Jolly said he would recommend using electric reserve funds in the FY27 budget to begin procurement and scheduling.
