Board awards $213,418 contract to rehabilitate Well #6, authorizes CEQA exemption

The Lake Arrowhead Community Services District board on March 25 voted to award a $213,418 contract to South West Pump and Drilling Inc. to rehabilitate Well #6 at the Lake Arrowhead Country Club and authorized the general manager to approve change orders up to 15% of the original contract amount.
Engineering Manager Scott Schroder told the board the well had developed production and quality issues and had been out of service since October 2024. The work includes removing the older submersible pump, cleaning and disinfecting the well, and installing a new pump; Schroder described the site as “one of the better-producing wells.” The project went to bid twice and each time only one bid was received; the District used multiple bid platforms, direct vendor contact and a job walk, he said.
The board recorded the funding source as the Supplemental Water Fee Fund 160 and directed staff to file a Notice of Exemption finding that the project is categorically exempt under the California Environmental Quality Act. Vice President Steve Boydston moved to award the contract and Director Michelle Ambrozic seconded; the motion carried unanimously.
