Commission backs conditional use and site plan for Bear Creek Animal Hospital on Weisenberger Road

On June 23, 2026, the Gluckstadt Planning and Zoning Commission voted unanimously to recommend that the Mayor and Board of Aldermen approve a conditional use for Bear Creek Animal Hospital and to approve the facility's site plan.
Caine Dearman told commissioners that notice and posting requirements had been met and that a nearby property owner had since spoken with the applicants and expressed support. Dr. Jessica Moore and Daniel Moore, owners of the property at 208 Weisenberger Road, said the proposed animal hospital would be 4,000 square feet and that the outdoor runs would be used only during daytime hours. Dr. Moore said the property will be fenced with privacy fencing.
The site plan for the facility shows 19 parking spaces, a dumpster enclosure designed to match the facility, and a crushed-limestone driveway in the rear for animal drop-off. Staff advised commissioners that part of the parcel lies in a flood zone and that a portion is in the floodway; the landscaping plan submitted was reviewed and found to meet city standards and ARC approval. Commissioner Andrew Duggar moved to recommend approval of the conditional use; Commissioner Kayce Saik seconded and the motion passed unanimously.
The recommendation will be forwarded to the Mayor and Board of Aldermen for final action.
