Pleasant Grove questions $15,000 plat cost and seeks clarity on reimbursement

City Administrator Scott Darrington told the Council the four cities are splitting the cost and that "Pleasant Grove share is 1/4 of $15,000." He also said the entity registration requires a $25 filing with the State.
Council Member Todd Williams pressed for clarity and a formal record that Pleasant Grove expects reimbursement where appropriate; several members said the districts that left should cover startup costs if the statute permits. Attorney Tina Petersen noted that the code contains provisions for filing and recording (53G-3-203) but that interpretations differ about which entity prepares the plat and which pays initial costs.
Council members asked staff to make reimbursement expectations explicit in intercity discussions and to update the Council after the next meeting. No financial reimbursement arrangement was finalized at the special meeting.
