Pleasant Grove Council adopts interlocal agreement to join reorganized school district

The Pleasant Grove City Council on Dec. 17 unanimously adopted Resolution 2024-052 authorizing Mayor Guy L. Fugal to sign an interlocal cooperative agreement with Orem, Lindon and Vineyard to form a reorganized school district. Council Members Eric Jensen, Steve Rogers, Dianna Andersen and Todd Williams voted "Yes"; Cyd LeMone was excused.
City Administrator Scott Darrington told the Council the action is required by state law to create an entity and file a plat showing new district boundaries. "The purpose of this Agreement is to establish a cooperative framework among the Parties to support the creation, transition, and operation of the New District," Darrington read aloud, noting the agreement limits the cities' action to completing state-required applications and reports unless amended.
City Attorney Tina Petersen said the filing must comply with Utah Code 53G-3-203 (Filing of Notice and Plat Relating to School District Boundary Changes). Darrington said the entity registration carries a $25 filing fee and that work on a single plat map is underway at the county's request. He told the Council the statutory filing deadline is Dec. 19, 2024.
Council discussion focused on protecting the future School Board's ability to negotiate reimbursement for startup costs and ensuring the interlocal agreement does not preempt later actions by the Joint Board. Administrator Darrington said the cities will continue weekly coordination until the new board is seated. The Council asked staff for updates after the next intercity meeting.
The motion to adopt Resolution 2024-052 was made by Council Member Todd Williams and seconded by Council Member Dianna Andersen. The vote carried unanimously with four yes votes; the Council adjourned at 12:58 p.m.
