Council adopts right-of-way agreement with property owner for future road access

Pleasant Grove City Council on Jan. 8 adopted Resolution 2025-01 authorizing the Mayor to sign a Right of Way/Land Use Agreement with property owner Chad Blackhurst, conditioned on final plat recording. Public Works Director Neal Winterton said the agreement dedicates a 56-foot road right-of-way to the City while allowing the owner to retain limited use until the City exercises its option.
Director Winterton described the arrangement and public-safety provisions: "The agreement is that the road is dedicated to the City, there will be fencing, and there will be access for public safety whenever it is needed." City Attorney Tina Petersen confirmed the Council may condition approval on recording of the plat or Planning Commission action. Council Member Dianna Andersen moved to adopt the resolution; Council Member Cyd LeMone seconded and the motion carried unanimously.
