Pleasant Grove City Council unanimously adopted Resolution 2025‑08 on March 4, 2025, authorizing Mayor Guy L. Fugal to sign an interlocal cooperative agreement with Utah County to provide up to $5 million in Tourism, Recreation, Cultural, and Convention (TRCC) tax funds for The Ruth at doTERRA Theater.
City Attorney Tina Petersen told the Council the award will be paid in three disbursements over three years: $1 million by June 30, 2025; $2 million by June 30, 2026; and $2 million in 2027. Petersen said the agreement “memorializes the grant” and sets the payment method and schedule. Meeting materials included an Economic Impact Study estimating an annual economic impact of $50 million from The Ruth, which was submitted as part of the record.
The Council voted to adopt the Resolution without amendment. Mayor Guy L. Fugal and Council Members Andersen, Rogers, Jensen, LeMone, and Williams all voted “Yes.” The Resolution authorizes the Mayor to sign the interlocal and directs staff to submit invoices to Utah County per the agreed schedule.
