Planner Michael Bryant presented the Ludean, Mark & Marjorie Haskell annexation petition and noted staff concerns over storm drainage, utilities, future arterial alignment, and proposed lot sizes. On a motion by Councilmember Ryan Rowley (seconded by Councilmember Brian Hulet), the Council approved Resolution 06-17-2026-H to advance the petition for further review; the vote was 3–2, with Councilmembers Rowley and Smith opposed to final approval at this stage.
