Planning commission sends Payson Downtown Gateway Plan to city council with favorable recommendation

Payson City planning staff presented the Payson Downtown Gateway Plan and the Planning Commission voted to forward a favorable recommendation to city council to adopt the document as an amendment to the city’s general plan. Planner Anders told commissioners the plan reflects January 2025 joint work‑session feedback and additional changes developed from council and public input.

Anders described the study area—centered on historic downtown along North Main Street up to the I‑15 interchange—and said the plan aims to protect downtown’s character while leveraging near‑term transportation changes and future development at the gateway. “We feel confident that the plan that we’re presenting today reflects those changes that were asked for,” Anders said. The plan reduces building‑height guidance for much of the area to mostly one‑to‑two stories, identifies mixed‑use and pedestrian‑oriented gateway concepts, and lays out implementation steps and an economic assessment that identified five priority "trigger" sites for early action.

Staff also said Payson secured a MAG technical assistance grant to fund site‑specific planning for three of the five priority properties to accelerate implementation and to offer architectural/site plans to property owners. Commissioners praised staff and the consultant team for responding to previous feedback; a commissioner said the heavy modifications made after the earlier joint meeting better aligned the plan to council vision. After a brief public hearing with no new comments, the commission voted to recommend adoption of the Payson Downtown Gateway Plan to the city council, with the staff report amendments incorporated.
