City Attorney Brandon Dalley presented a real estate purchase contract for property located at approximately 1350 N Arrowhead Trail. Dalley said contingencies exist tied to a proposed annexation and staff identified due-diligence items such as wetlands studies and appraisal contingencies.
Councilmember Lacee Smith asked what a wetlands study would cost and whether the agreement was contingent on appraisal; Councilmember Ryan Rowley cautioned against quid pro quo agreements in the future. City Manager Dave Tuckett described ongoing due diligence and noted annexation is a separate legal process that will follow standard procedures. On a motion by Councilmember Rowley (seconded by Councilmember Anne Moss), Council approved Resolution 06-17-2026-D authorizing the city to enter into the real estate purchase contract; the vote carried 4–1 with Councilmember Lacee Smith opposing.
