The Payson Planning Commission voted to approve a conditional use permit for a proposed 45,000‑square‑foot indoor field house at 594 South 2400 West, a request submitted by Ariel Martinez. Planner Michael told commissioners the proposal includes roughly 121 parking stalls, an on‑site septic system and a water tank for fire suppression, and that the building would not exceed the city’s 35‑foot height limit.
Michael said the applicant’s site plan provides internal circulation for emergency vehicles and that stormwater controls and setbacks meet city code. “The approximate size they’re anticipating is 45,000 square feet for the field house, and they would anticipate 121 parking stalls,” Michael said. Staff recommended conditions requiring a deferral agreement with trigger points for public improvements and utility connections, clarification that all guests must have left by 10 p.m., no outside activities, and separation of commercial and residential septic systems.
Commissioners asked whether the property’s A‑5 agricultural zoning was appropriate for the use; staff explained field houses are a conditional use in A‑5 zones and described how the deferral agreement would require the home on the parcel to subdivide and connect to utilities when they become available within 300 feet. Staff also recommended prohibiting parking on unimproved public streets adjacent to the site to reduce neighborhood impact.
A committee member who reviewed the revised submission said they were “glad that they have addressed things that…we talked about” at an earlier hearing. The motion to approve included staff‑recommended conditions plus an explicit requirement to reference the south road (2400 West) in the deferral agreement; the motion was seconded and passed on roll call (five in favor, one opposed). The approval is subject to the listed conditions and to subsequent site‑plan review.
