Payson approves agreement to buy hydropower from Strawberry Water Users Association

City Manager Dave Tuckett and Power Director Shawn Black presented a proposed agreement to purchase hydropower from the Strawberry Water Users Association, noting the existing contract with another entity expires July 1 and Payson would seek to add a separate hydropower source to diversify its portfolio.
Black explained hydropower transmission is treated differently because the City already participates in the same system and described hydropower as a resource that can strengthen the city’s energy portfolio and be tradable. Councilmember Brian Hulet asked whether Payson would receive all power from Strawberry Water Users; Black said the city would under the current structure but noted future legislation could change allocation. Council approved Resolution 06-17-2026-E authorizing the agreement and allowing the mayor to execute the contract.
