Payson updates solid waste and recycling fees; council approves unsecured-load fines

Finance Director Cathy Jensen presented proposed updates to the city fee schedule for solid waste and recycling, including revised start-up fees for recycling and a fee structure for residents who opt in or out of recycling service. Jensen also described proposed fines for unsecured loads.
A resident, Ross Huff, asked whether recycling loads are dumped into a landfill; City staff explained that recyclable materials are separated at the recycling facility and materials that cannot be recycled are then taken to a landfill. The Council approved Resolution 06-17-2026-B by roll call vote.
Councilmember Ryan Rowley noted that recycling fees are set by a third-party contractor and supported the increase as reflecting vendor costs. The approved fee schedule change takes effect as specified by staff and will be implemented through the city’s billing processes.
