Riverside Public Utilities presented and the board approved additional change-order authority for the Springs Circuit Reliability Project Phase 2 after staff discovered quantity discrepancies between the bid and the as-built work. Daniel Honeyfield, assistant general manager of energy delivery, said roughly a mile of 5‑inch conduit and other items were on the plans but omitted from the bid line items, producing a shortfall that an initial 10% change-order allowance did not cover.
Staff asked for an additional $213,071.51 in change-order authority, which would bring revised project expenditures to about $3,498,071.51. Honeyfield said the work had been completed due to safety and traffic concerns and that the city reviewed bids and confirmed the original contractor remained the lowest evaluated bidder when the correct quantities were applied. Engineering manager Efren Mejia described a strengthened QA/QC process and a peer-review step with signatures on plans and bid lists to ensure quantities match before bidding. The board approved the funding increase by vote.
