The board voted to recommend City Council approve a five-year professional consultant services agreement with Ontarris USA (formerly Montrose) to provide emissions testing and environmental consulting at the city’s three power plants — Springs, Clearwater and the Riverside Energy Resource Center. Jessica Spiking, utilities resource analyst in power generation, said Ontarris has supported the city for more than 20 years and offered an integrated testing-and-consulting proposal that staff negotiated with an annual pricing cap tied to a 5% escalation.
Spiking gave a sample comparison showing the relative accuracy audit test priced in the proposal at about $8,600, compared with a 2025 market cost of roughly $15,000 for the same test; staff estimated minimum annual savings of about $50,000 from favorable test pricing and an additional $52,000 from optimizing the testing schedule. The proposed contract term is 07/01/2027–06/30/2032 for a total agreement amount of $1,723,815, subject to budget availability. The board approved the recommendation and will forward the item to City Council for final authorization.
