Parowan contracts inspections to Enoch City, keeping permitting authority local

The Parowan City Council approved an interlocal agreement to contract building inspections and plan review to Enoch City after the departure of Parowan's building inspector. Under the agreement, Enoch will perform 100% of Parowan's inspections and plan reviews; Parowan will pay Enoch 35% of building permit fee revenues and will pay 100% of plan review fees for reviews Enoch performs directly. Parowan will retain all administrative functions (permit intake, fee calculation and collection, permit issuance, certificates of occupancy and enforcement), and the agreement includes a 60-day cancellation clause.
City Manager Dan Jessen told the council the arrangement avoids immediately rehiring a full-time inspector and pairs contracting for inspections with a planned part-time permit technician position (~25 hours per week) to manage intake, planning inquiries and some code enforcement. Council approved the agreement unanimously and noted the approach produced net budget savings for FY2026-27.
