Council approves submission of $475,000 CIB application to remodel aging Parowan library

The Parowan City Council unanimously approved submitting a $475,000 application to the Community Impact Board to renovate the Parowan City Library. City Manager Dan Jessen said the building is more than 60 years old, has suffered repeated water intrusion (including a mold remediation event), has a failing HVAC system with parts no longer available, and contains single-pane windows that are inefficient and not code-compliant for a commercial facility; he said the consensus was that the building "has sound bones" and that a remodel would be more cost-effective than demolition and new construction.
Marcus Keller of Cruz Municipal Advisors advised the council that CIB could fund the project as an all-grant award, a combination grant/loan, or an all-loan award and encouraged library staff and the mayor to attend the CIB board presentation in person. The council approved the proposed submission and directed staff to proceed; the CIB board timetable could place the request on its July, August or September authorization agenda.
