Planning Commission unanimously recommends Payson Downtown Gateway Plan be added to General Plan

Payson City staff asked the Planning Commission on June 10, 2026 to recommend adoption of the completed Payson Downtown Gateway Plan into the city’s General Plan. After a staff presentation describing the plan’s goals, outreach, and recommended implementation steps, the commission gave a unanimous favorable recommendation to the City Council.
Staff said the Downtown Gateway Plan is an Area Plan intended to provide more‑specific guidance than the General Plan ahead of anticipated land‑use and transportation projects. Staff summarized core objectives: mitigate I‑15 as an east‑west barrier, improve Main Street’s gateway experience and human‑scale design, emphasize connection to the Mt. Nebo National Scenic Byway, encourage context‑appropriate infill and redevelopment, and preserve Payson’s small‑town identity. The plan organizes the study area into three districts (Gateway, Main Street, Downtown) and identifies five key sites vital to implementing the plan’s vision, including the I‑15/Main Street intersection and the 400 N Farmers Market site.
Staff described public outreach used to shape the final plan — a technical advisory board, a public open house, an online project page, and targeted conversations with key property owners — and noted that the city received a Technical Assistance to Governments (TAG) grant to fund site‑specific planning for three of the identified sites. No members of the public spoke during the public hearing.
Commissioners commended staff and the consultant team for adapting the plan in response to prior direction from the commission and council. Commissioner Kepi Heimuli moved to send a favorable recommendation to City Council to adopt the Payson Gateway Plan into the Payson General Plan (motion amended to reference the attachment in the staff report). Commissioner Robert Gedeborg seconded; a roll‑call vote was taken and the motion carried unanimously.
