Budget Engagement Commission to consider scope discussion; council adopted biennial budget

Peter Caicos, the city's Budget Manager, told the commission that the City Council adopted the biennial budget on June 23, 2026 "as proposed with no changes," and said staff plans to bring an item to the Budget Engagement Commission in August to discuss the commission's scope and a path for recommending changes. "The plan right now is to bring an item forward to BEC in August, to discuss the scope," Caicos said.
Commissioners reviewed a list of August feature items including a code of ethics report, Q3 financial update, fire department turf replacement supplemental, BEC scope items, and Measure Z topics. Commissioners expressed concern the August agenda was long and asked staff to move some items to September; the commission agreed to move the scope conversation to a later date so more members can participate. Commissioner Ward also asked staff to schedule an economic development update including a breakdown of previously cited business-investment figures and job impacts to inform Measure Z revenue discussions.
