The Kingsbury County Board of County Commissioners on Jan. 20 advanced plans to create a Tax Increment Financing district to pay for improvements to 425th Avenue, approving placement-agent and engineering contracts and accepting a proposed bid schedule.
Toby Morris of Colliers Securities and Andreq Kangas of Civil Design presented the TIF process and a project timeline. Kangas told the board the plan was to deliver final plans and bid documents to the Highway Superintendent this week, advertise bids for two weeks beginning next week, potentially open bids Feb. 15, 2026, and award on Feb. 17, 2026. Chairman Kyle Lee deferred final action on bond-closing documents until the contracts and timeline had been discussed with Deputy States Attorney Todd Wilkinson later in the meeting.
The board voted to approve the Colliers Securities contract to serve as placement agent and to approve Civil Design, Inc. for engineering services. Echo Steffensen, County Auditor, presented the contracts for signature; motions carried with all present voting aye. Todd Wilkinson said he had reviewed the contracts and "saw no issues with them." The board also authorized staff to proceed with the advertised schedule pending routine counsel review.
Next steps identified by presenters and staff include completing final plans, publishing the bid advertisement, and returning to the board for contract awards and any bond-closing actions in mid-February.
