Administrator Angel Weasner explained that a restaurant located on the eastern edge of the city, where municipal water and sewer are not yet available, sought permission to operate using an experimental subsurface sewage treatment system. Consulting inspector Al Winterberger recommended allowing the experimental system under specific conditions to be met before a permit is issued.
The council approved Resolution #2026‑106 unanimously. The operational permit will require the restaurant to comply with the stated conditions and to submit to yearly monitoring while the city plans to extend water and sewer utilities to the eastern limits; the council did not set a timeline for utility extension during the meeting.
