At the June 8 Committee of the Whole meeting, Chief of Police Leonas presented a proposed ordinance to amend Title 1 (Administration) and Title 10 (Motor Vehicles & Traffic) to add an owner‑liability provision for fleeing and eluding incidents. Leonas said the measure is modeled after ordinances in nearby communities and would impose a $1,000 fine on the vehicle owner if the vehicle does not stop for police; it would also authorize towing and include penalties for tow costs.
Chief Leonas explained identification of the vehicle owner would generally be made from the license plate and noted the department could use the Flock system and dash‑camera footage to identify owners; the Village Attorney clarified that the ordinance would create a non‑moving violation that cites the owner unless the owner signs an affidavit identifying the operator. The Board reached consensus to place the ordinance on the Consent Agenda for approval at the next Regular Village Board meeting.
