Lincolnshire board adopts 2024 ICC and 2023 NEC; appeals process to be clarified

The Lincolnshire Village Board voted unanimously May 26 to amend the Village Code (Title 5, Chapter 4) to adopt the 2024 International Code Council series of model codes and the 2023 National Electric Code, with local amendments and an effective date of July 1, 2026.

Trustee Munger, who moved the approval, said after reviewing the amendments he supported moving forward but urged flexibility where possible, stating the Board should "continue to make a practical approach to decision making related to building code requirements." Village Manager Burke told the Board staff will prepare a document explaining the administrative appeals process and reminded members that the Village Board is the final appeal authority if disputes cannot be resolved at staff level, saying the Code "specifically refers to the appeals process" that ends with the Village Board.

Trustee Raizin noted regional variation in wiring practices and supported a clear and accessible appeal path so applicants can seek flexibility on technical items—she cited Romex as an example used widely outside the Chicago area that may raise cost concerns for small jobs while safety limitations remain important. Building Inspector Latham was introduced for technical questions during the discussion. The ordinance was approved by roll-call vote with Munger, Pantelis, Kelly, Raizin, Mitchell and Grujanac voting aye.
