Cleo Adams, acting as the meeting notary and manager, administered the Oath of Office to Kurt Blumenthal (Seat 3), Terry Mountford (Seat 4) and Robert Twombly (Seat 5) at the River Ridge Community Development District regular meeting on Nov. 19, 2024. After the oath, the board reviewed required ethics and disclosure items including Form 1, the Sunshine Amendment guidance and Form 8B instructions.
The board then considered Resolution 2025‑02 to elect and remove officers. Terry Mountford nominated Bob Schultz for Chair, Mountford himself for Vice Chair, and Kurt Blumenthal, Robert Twombly and Keith Merrill for Assistant Secretary positions; the nominations were adopted on a motion by Mountford, seconded by Blumenthal, and the resolution was approved with all in favor. The board also reaffirmed prior appointments including Chesley “Chuck” Adams as Secretary and Craig Wrathell as Treasurer and Assistant Secretary.
Why it matters: the newly sworn supervisors and the officer slate set the leadership for the coming year and confirmed administrative contacts for district business. The Board also flagged the required four hours of ethics training and added the training deadline to the Key Activity Dates list.
Next steps: staff will circulate training deadlines and updated contact records. The board’s next regular meeting is scheduled for Dec. 10, 2024 at 1:00 p.m.
