Engineers report heavy storm loads; resident mold concern disputed

District Engineer reported parts of the community received nearly 8 inches of rain during Tropical Storm Debbie while roads are designed for 5½ inches over 24 hours; a resident reported standing water and suspected slab‑related mold, which the engineer said he did not believe was caused by standing water.
The District Engineer, Charlie Krebs, updated the Board on stormwater system performance following Tropical Storm Debbie and told supervisors that "parts of the community received almost 8” of rain in two or three days and the roads are designed for 5½” of rain over a 24-hour period." He said the stormwater system flowed unobstructed though it reached capacity in places and suggested adding a drainage connection from Club property to Lake E1‑A to bypass pipes and inlets and reduce localized ponding.
A resident reported standing water coming up through a slab and linked it to mold in their unit; Mr. Krebs said he did not believe the standing water was the cause because similar units did not report the same issue. The Board asked Mr. Long to comment on the matter and requested the item be placed on the next agenda for further review. Mr. Krebs also noted the CDD recovered a lot after the storm and that certain permit changes were made when the developer altered a Pinehurst connection in 2022.
