Several assembly and board members welcomed the idea as a way to avoid repeated annual disputes over funding priorities. Participants proposed drafting a template MOU with sections on contribution thresholds, reporting, a six-year CIP process focused on practical projects, and a joint annual performance report to increase transparency. Staff committed to circulate draft language for board and assembly review.
