Salina board approves $4.65 million in encumbrances, signs FY26 contracts including mental‑health agreement

The Salina Board of Education approved a broad consent agenda during its Aug. 11 regular meeting that included large fiscal encumbrances and several FY26 contracts. Motion made by Vice‑President Greg Rice and seconded by Board President Leroy Monk passed unanimously.
The consent agenda listed new encumbrances for the General Fund totaling $4,653,935.12 and additional items in building and bond funds (Building Fund #13–14 for $6,199.00; Bond Fund #31 #1 for $130,002.85; Bond Fund #33 #1 for $167,451.89; Bond Fund #37 wa #1–2 for $773,000.00). It also included routine fundraising approvals and FY26 contracts: a contract with GRAND Mental Health (listed as “GRAND”), an FY26 contract with the Oklahoma Department of CareerTech, and a 2025–2026 participation agreement with the Oklahoma State Department of Education and Public Consulting Group, Inc., to allow the district to bill Medicaid for the school year.
