CVRPC planner Niki Sabado cautioned that towns or areas seeking Tier 1B must demonstrate they have—or are planning for—municipal water and wastewater capacity or appropriate soils, and the administrative capacity to implement local regulations. Chuck Martel and others asked whether community wastewater systems (for example those serving ski areas) could qualify; Sabado confirmed community systems are considered but towns are responsible for administering permitting if they opt into a higher tier.
Commissioners discussed outreach to resort operators. Chuck Martel asked whether CVRPC had spoken to the ski areas; Sabado said CVRPC works with municipalities and recommended the town solicit ski‑area input. The commission did not vote on any opt‑in; members discussed timelines for submitting feedback to CVRPC for the current mapping round.
