Cathy Ainsworth told the Selectboard the town completed registration with CobraHelp to administer health-insurance continuation in compliance with the State of Vermont’s requirement that eligible individuals be allowed to temporarily keep employer-sponsored coverage after a qualifying event. She said the town previously lost a prior COBRA administrator because the number of town-covered employees is under 20.
Ainsworth reported that of the referrals she investigated (BCBS, VLCT and the town’s life insurance carrier NIS), only two vendors would serve organizations with fewer than 20 covered employees: Cobra Health and CSOne Benefit Solutions. "Cobra Health was less expensive at $18 per month ($216/yr) with no setup fees," she reported; CSOne quoted an annual fee of $495 plus event charges. The Selectboard recorded the registration with CobraHelp; no further procurement motion was taken at the meeting.
Staff will manage enrollment and billing through the chosen administrator; the board did not vote to change benefits or add funding at this meeting.
