Mesilla trustees reviewed a Community Development Block Grant (CDBG) application prepared with the South-Central Council of Governments that would fund ADA-accessibility work around the Plaza and Senior Community Center.
Mayor Russell Hernandez described the project area and said the proposal focuses on connecting sidewalks, repairing a steep brick incline by the Tortilla Factory, rebuilding four corners at San Albino for ADA-compliant ramps and restriping crosswalks so a bus stop links to a continuous accessible loop. He told the Board the estimate in the application is "approximately $527,000, a federal grant administered through the South Central Council of Governments." Trustees later approved Resolution 2026-38 to submit the application and Resolution 2026-38's companion administrative-services agreement with the COG to manage the grant if awarded.
Staff said engineering would evaluate slope details and whether railings or other measures are needed in steep sections. The project aligns with Mesilla's ICIP priorities for pedestrian infrastructure and senior access and follows a previous CDBG project in 2012 that refurbished Community Center windows.
