Sugarbush seeks to replace North Ridge detachable quad; proposed cell site will require PUC review

Representatives from Sugarbush presented Application #4008, proposing replacement of the North Ridge detachable quad at Mount Ellen with a similar-capacity high-speed detachable quad aligned in the same location. Joel Rhodes, Planning and Sustainability Manager at Sugarbush, told the board the replacement would occur in spring 2027 following the mountain’s seasonal closure and is intended to be ready for the 2027–28 ski season.
The replacement includes new top and bottom terminals, tower foundations, towers, chairs and two small operator control buildings; the project submission includes an Act 250 permit amendment and a stormwater construction plan under review. John Hammond explained the request to relocate a cell site at the top terminal, saying the state changed rules to disallow cell sites on lifts and that the proposed cell location will need PUC approval. Planning staff explained the construction sequence is expected to mirror prior projects (work concentrated before May 15, towers flown in by helicopter) and that this lift line is roughly 1,000 feet shorter than the Heaven’s Gate line. The board closed the public hearing and moved to deliberation.
