DRB hears plan for 1,428 sq ft addition to Clark House at GMVS; wastewater system to be relocated

The Development Review Board heard Application #4004 on April 7, 2026, requesting Conditional Use Approval for a 1,428-square-foot addition to the Clark House on the GMVS campus. George McCain presented the proposal, saying the addition would include two two-bedroom apartments for staff and reconfigure existing interior space to yield a total of 26 student beds. The addition’s architectural style will match the existing campus buildings.

The project will require partial reconfiguration of the wastewater system because the proposed footprint overlaps part of the existing leach field. McCain said the replacement system will be relocated to maintain required setbacks, the septic tank will increase in size, and a new pump station will be installed; Beth Eisenhower asked and was told the new leach field “will be completed and hooked up to the new addition and inspected/certified before the building is occupied.” Tracy Keller described phased construction and said, “the intent is to remain at the same number as there is now,” adding that interior renovation phases would be timed so the building is not occupied during interior work.

Board members asked about traffic and student distribution; the applicant indicated the plan aims to spread students out and add faculty but not to increase overall resident counts on campus, and that traffic on Moulton and Bragg Hill Roads should not increase. After questions, the board closed the hearing and moved to deliberation.
