The Development Review Board on March 3, 2026 found Application #3997 (Norton) complete and closed the public hearing on a proposed addition that would fall within the 100-foot stream buffer but remain outside the 50-foot buffer. George McCain presented the proposal as a 24-foot by 15-foot addition located on the southwestern portion of an existing non-complying single-family residence. Board member Jim Donkersloot moved to find the application complete, seconded by Ky Koitsch; the board agreed and proceeded with the public hearing.
Board members and the applicant discussed constraints and mitigation. Jim noted limited placement options for the addition and that the property is outside the flood zone. Ky asked whether the house has a basement; the Nortons said it has a walk-in basement. Ky also asked about room for turning in the existing parking area; George McCain said they do not plan to change the driveway and that it currently accommodates turning. Ky observed the proposed addition represents less than a 50 percent increase to the non-compliant structure. The hearing was closed by motion and the board moved to deliberation.
